StarsPlay Casino Review 2026: Licensed, but Read the Small Print
StarsPlay is a 2025 casino and sportsbook with a minimalist design, thousands of games and a welcome bonus that’s fairer than it first looks: non-sticky, 40x on the bonus only. It also has a real, checkable licence, though not the one our previous review described. Behind that are terms that work hard against players who go quiet. Leave your account untouched for three months and the casino can start taking 10% of your balance every month. After twelve months, it can take the lot. It also runs a special bonus aimed at Germany and Sweden, two countries where it has no licence.
Our verdict: use with caution. The licence and the bonus structure are better than average. The inactivity rules, the targeting of regulated markets and an ignored responsible-gambling request keep it out of our recommendations.

Who runs StarsPlay, and what licence does it hold?
Our previous review named “Starsplay B.V.” as operator and “Curaçao E-Gaming” as the licence. That’s out of date. We found no Starsplay B.V. on the Curaçao Gaming Authority’s register. StarsPlay’s own footer now names Grey Goat Limitada, a company registered in Costa Rica (registration 3-102-930467), as the operator, licensed by the Tobique Gaming Commission under licence No. 0000048.
We checked the Tobique Gaming Commission’s official list of licence holders, and Grey Goat Limitada is on it, with a B2C licence valid until 2 January 2027. That’s a genuine, checkable licence, which puts StarsPlay ahead of several casinos we’ve reviewed recently.
What is a Tobique licence?
The Tobique Gaming Commission was set up in October 2023 by the Tobique First Nation (Neqotkuk) in New Brunswick, Canada. It’s separate from the Kahnawake Gaming Commission, though the two are often confused. A single Tobique licence covers casino, sports betting, poker and lotteries, and operators must run KYC checks, certified random number generators and responsible-gambling tools.
The weakness is its age. Tobique is less than three years old, has no long enforcement track record and isn’t widely recognised by players or banks. Compare our guides to Kahnawake casinos and MGA casinos.
Targeting countries where it isn’t licensed
StarsPlay’s welcome terms list a separate offer for “Germany & Sweden”, and the site serves a Swedish version. Both countries have national licensing systems, and StarsPlay holds neither a German nor a Swedish licence. Offering bonuses to players there means it’s marketing to players who lose their national protections (OASIS and LUGAS in Germany, Spelpaus in Sweden) by playing here. That’s a red flag about the operator’s attitude to regulation, whatever its Tobique licence says.
The welcome bonus: fairer than most
StarsPlay’s offer depends on where you live:

The terms:
- 40x the bonus amount only, not deposit plus bonus
- Non-sticky: your real money is played first, and bonus money is only used once your real balance runs out
- You can withdraw your real money at any time; you just lose the bonus
- 30 days to complete wagering; €5 maximum bet with bonus money
- Minimum deposit €20; your deposit must be wagered at least once
- Free-spin winnings: 40x
What it means in practice: on a €100 deposit with a €100 bonus, you need €4,000 in bonus bets. That costs around €160 on average at 96% RTP, so the bonus itself is negative value. But because it’s non-sticky, you can treat the bonus as a safety net: play with your own €100 first, and if you win early, withdraw and walk away. Only if your real money runs out does the bonus come into play. That’s genuinely better than most offshore offers. Sports bonus money also has 40x wagering, but sports bets count at 250%, so the effective requirement is 16x. Bets must be at odds of 1.8 or higher, the maximum bet is €50, and cash-out bets don’t count.

The inactivity rules: the biggest catch
StarsPlay’s general terms define two stages for accounts with a real-money balance:

That’s far harsher than most casinos, which typically charge a small flat fee (around €5 a month) after 12 months. At StarsPlay, a €1,000 balance left alone for a year could be whittled down by monthly fees and then wiped. Casino Guru flags this as an unfair term. The fix is simple: never leave money at StarsPlay. Withdraw your balance after every session you don’t plan to continue.
Complaints and responsible gambling
Casino Guru rates StarsPlay 5.8 out of 10 (“Below average”) in its June 2026 review. It has logged 4 complaints:
- a responsible-gambling protection request that was ignored (€4,700), unresolved
- winnings confiscated (€2,150)
- withdrawal delays linked to verification (€250)
- a delayed withdrawal
The ignored responsible-gambling request matters most, especially given that StarsPlay markets to Swedish and German players who would otherwise be covered by Spelpaus or OASIS. StarsPlay’s own terms let you set daily, weekly or monthly deposit limits, but withdrawals count against them and free up room to deposit again, which makes them weaker than they look. Limits are set through “My Account” or support.
