Refuel Casino Review 2026: From Malta to Anjouan, Cashback Without a Welcome Bonus
Refuel is a no-frills casino with a red-and-black design, thousands of slots and a simple promise: no welcome bonus, but up to 10% cashback every week. Our previous review described it as an MGA casino run by Infiniza Limited. That’s no longer true. Refuel has moved to refuelcasino.io, where it’s run by Hundise Limited under an Anjouan licence, a much lighter regime than Malta’s. Withdrawal limits are fair and there’s a free dispute service, but Casino Guru lists five unresolved complaints, including two about self-exclusion and account closure.
Our verdict: an acceptable casino with caveats. Simple cashback and decent limits, but a weaker licence than before and a complaint record to watch.

Who runs Refuel, and is it licensed?
Yes, but by Anjouan now, not Malta. Refuel’s footer says the casino is owned and operated by Hundise Limited (registration 16044, Mutsamudu, Anjouan) and licensed by the Government of the Autonomous Island of Anjouan under licence ALSI-202506036-FI2. Payments are processed by Novabridge Limited, a Cypriot company.
We checked the Anjouan Gaming register. It lists Hundise Limited’s licence as “valid”, issued on 25 June 2025 and running until 24 June 2027, and it names refuelcasino.io among 20 domains under that licence, including sister site Unlimit.
This is a real downgrade from what our previous review described. Infiniza Limited still holds its Malta Gaming Authority licence, but the MGA’s URL checker no longer lists any Refuel domain. Malta offers stronger player protections and regulatory oversight than Anjouan, which licenses offshore casinos with lighter supervision. Casino Guru still rates Refuel 8.2 out of 10 (“High”), but its review lists the Malta licence, so it reflects the old set-up rather than today’s.

Track record: five unresolved complaints
Casino Guru has five complaints directly about Refuel and counts 13 more about related casinos. Its complaints tab lists 12 cases, with 5 unresolved, 1 resolved and 6 rejected. They include:
- an account mishandled after self-exclusion (€1,885)
- a player whose attempts to close their account permanently weren’t honoured
- several delayed or short withdrawals (€550, €400, €200, 1,734 kr and 1,700 kr)
- unexplained withdrawal charges (€37)

€5,000 a day and €20,000 a month are fair limits, much better than the €500 daily caps at many offshore casinos. A €50,000 win would take three months to withdraw. Note that the terms let Refuel apply lower limits at its discretion. Its dormancy rule is also player-friendly: rather than confiscating a forgotten balance, the terms say it will contact you to return it.
The cashier includes Visa, Mastercard, Revolut, instant bank transfer, Apple Pay, Jeton, AstroPay, MiFinity, Neosurf and Flexepin, with availability depending on your country. Bonuses: cashback instead of a welcome offer
Refuel doesn’t offer a welcome bonus. Instead, all players can get up to 10% cashback on net slot losses every week:
- claim it on Wednesdays from the Bonuses tab
- it expires after seven days if you don’t claim it
- it carries 1x wagering, which is about as light as wagering gets
- you must have marketing messages switched on to qualify
For many players this is better value than a big welcome bonus with 35x or 40x wagering. Lose €200 on slots in a week and you get up to €20 back, which you only need to play through once. Who is Refuel best for?
